We shortlist 2–3 possible EU-origin alternatives.

Research leads only, not audited, not CETA-approved. Origin is recorded as supplier stated with quote, MOQ, lead time and origin statement Yes/No.

We collect Annex 2 wording, REX where >€6k and indicative cost.

Are you a customs broker, and who files the CARM declaration?

CetaBridge provides advisory and sourcing research. We do not submit Commercial Accounting Declarations in CARM, classify goods, determine origin, or act as your customs broker. Your importer of record and licensed broker handle the customs filing. Your broker confirms tariff classification, origin, value for duty, CETA treatment, surtax code, and accounting treatment; CBSA makes the final determination.

Does an EU replacement automatically remove the surtax or qualify for CETA?

No automatic result applies. These are separate tests. First, the replacement must be genuinely non-US origin for the US-origin surtax analysis. Second, a preferential CETA duty rate depends on the product-specific rule of origin and valid supporting documentation. A non-US-origin product may fall outside the US surtax and still be subject to ordinary customs duty if CETA requirements are not met. Your broker confirms the customs treatment.

How do you confirm whether my exact SKU is on a live surtax schedule?

We do not classify the goods. We record the tariff item as filed by your broker. We screenshot the Finance complete list dated 26 Aug 2026, filtered to that tariff item, with URL, timestamp, and a finding of appears / not found / unclear against the live schedules (CN 26-23, 8 Sep 2026; steel/aluminum per CN 25-11 as amended). Lists can change. The broker confirms. CBSA decides.

Why does my system still show 25 percent for steel or aluminum?

Rate tables can be out of date, and the result is not uniform across an entire steel or aluminum heading. Effective 8 Sep 2026, certain listed steel and aluminum tariff items moved to 50 percent, while other listed items remained at 25 percent. Steel and aluminum sit on CN 25-11 as amended: 25% or 50% by exact tariff item (Schedules 1 / 1.1 aluminum; 2 / 2.1 steel; CARM 26187A-D). Other U.S.-origin goods sit on CN 26-23 at 15% / 25% / 50% (CARM 26186A-C). We check the exact tariff item, origin, effective date, and any relevant in-transit treatment, then give the evidence to your broker for confirmation.

What if my SKU is not listed, or a remission program may apply?

If the broker-filed tariff item does not appear on the live Finance / CBSA schedules, there may be no surtax on that item as of the screenshot date. That is not a ruling. Lists change. Remission, anti-dumping and other measures are separate. If the exact item is listed, an available remission or duties-relief route may still change the economics, including for some goods used in Canadian manufacturing or processing. We document what we find with URL and timestamp for your broker. The broker confirms. CBSA decides.

What will I receive within the 10-business-day research target?

You receive an advisory memo with two or three possible EU-origin alternatives presented as research leads; supplier-stated specifications, manufacturing location or origin information, price, minimum order quantity, and lead time where available; identified origin-document gaps; an indicative cost comparison; a broker handoff checklist; and a 30-minute walkthrough. The research clock starts after we receive a complete intake, usable product documents, and payment. The timing applies to the research memo, not customs clearance, production, or delivery. Ten business days is a research target after complete intake, not clearance and not delivery of goods.

How do you assess specification and quality fit for steel or auto parts?

We compare the requirements you provide against supplier-stated material, grade, standard, dimensions, coating, tolerances, test certificates, and automotive documentation where relevant. We identify gaps and questions for the supplier. We do not conduct a factory audit, certify the product, or give engineering approval. Your quality and engineering teams decide whether samples, material test reports, PPAP, validation, or other approvals are required before production use.

What must the EU supplier provide for a possible CETA claim?

An EU address or shipment through Europe is not enough. The product must satisfy the applicable CETA product-specific rule of origin, and the exporter must provide the prescribed origin declaration on an invoice or another commercial document. For an EU exporter, a REX number is generally required when the value of the originating products in a consignment exceeds EUR 6,000. Routing or transit evidence may also matter. We record the supplier's evidence and missing items; your broker validates the claim. U.S.-origin goods shipped via Rotterdam remain U.S.-origin for surtax.

How reliable is the landed-cost comparison, and what is excluded?

It is an indicative decision model, not an official customs valuation, freight quote, or tax opinion. We build it as A value for duty + B duty + C surtax + D freight + E brokerage = landed cost before import GST, with freight counted once, in D. The duty line is shown at MFN, with a CETA rate used only as a scenario if the broker later confirms qualification, and a surtax scenario of $0 only if origin is confirmed as other than U.S. Import GST is generally 5% on the value for tax (see CN 26-23 examples). Ontario HST 13% applies to our advisory fee, not as a substitute for import GST. Freight estimates are not for customs valuation. Not assessed: duties relief, drawback, federal remission, anti-dumping, CSA/cUL. The broker confirms.

How do I start, what does it cost, and when does work begin?

Choose a service, complete the intake, and provide the available product and import documents. Prices are in Canadian dollars and include HST: SKU Surtax Check $561.61 ($497 + 13% HST); 10-Day CETA Switch $1,695 ($1,500 + 13% HST); Managed $2,825 per month ($2,500 + 13% HST).
